										<content:encoded><![CDATA[<p>Decal terminal recently received the authorization to expand its facilities in the Port of Huelva, a 20 million euro project which consists of the construction of 10 new tanks and auxiliary installations to develop the handling of vegetable oils and, above all, non-hazardous waste and fats animals destined for the manufacture of eco-fuels.</p>
<p>With this expansion underway, the eighth since Decal Spain began its<br />
activity in Huelva back in 1996, the current storage capacity will be expanded by about 75,200 cubic meters, distributed in 2 stainless tanks of 12,600 (10,000 tons) and 8 of 6,250 (5,000 tons), all able to maintain the necessary temperature of the products at between 40º and 60º C.<br />
The new facilities will be perfectly integrated with the three berths that Decal operates and which give a great maritime operational capacity, in addition to the pipe connections with Lipsa&#8217;s oil refinery, Cepsa&#8217;s-La Rábida refinery and Gunvor-Biosur&#8217;s biodiesel production plant.<br />
The start-up is scheduled for the beginning of 2023.</p>
<p>The need for infrastructures for the storage of raw materials for eco-fuels, obtained from waste such as used cooking oil or animal fats not intended for human consumption make Huelva&#8217;s Terminal an ideal option for the development of sustainability objectives at national level, specially since in 2020 Decal&#8217;s facilities became the first authorised Border Control Post, for the import of animal fats from third countries, used for the production of biofuels, granted by the Ministry of Agriculture, Fisheries and Food.</p>

										<content:encoded><![CDATA[<p>In the period analysed between January and October 2020 in the latest update of the biofuel statistics produced by the National Markets and Competition Commission (CNMC) the main raw material consumed in Spain to produce biodiesel have been used cooking oils.<br />
One of the highlights reveals that in this period China became the main exporter of raw material for biodiesel consumed in Spain, ahead of Indonesia, Argentina, Malaysia and Brasil.<br />
While the South-East Asian countries export palmoils and the South Americans export soybean oils, China exports used cooking oil as raw material.</p>
<p>In Spain, the market depends mainly on oil from the Horeca channel: hotels, restaurants and coffee shops and the limitations and closures that affected restaurants and hotels due to the pandemic supposed a significant drop in the generation of used cooking oils in Spain forcing to look for supplies in other countries.</p>
<p>On the other hand, the fact that raw materials from waste count twice, when it comes to meeting the mandatory objective of incorporating biofuels in diesel and gasoline, has made used oils approach virgin soy, palm or rapeseed oils levels for the first time. In fact, used oils climbed up to first place with 36.3 percent of all raw material used to produce biodiesel.</p>

										<content:encoded><![CDATA[<p>Cádiz II, Olivia Petroleum’s liquid bulk storage facility is already operational at Poniente’s dock in the Port of the Bay of Cádiz.</p>
<p>The terminal has 12 storage tanks with a total volume of 12,000 cbm to house non-dangerous products with a flash-point higher than 55ºC and three lines of 8 inches in diameter. Vessels of up to 200m in length and 9.50m of draft can operate. The terminal will focus on the international trading of raw materials for the manufacture of Biodiesel (FAME). Specifically, the product that will occupy most of the traffic will be Used Cooking Oil (UCO).</p>

										<content:encoded><![CDATA[<p>Vilagarcía&#8217;s Port Authority approved two projects for the expansion of port concessions in order to promote the growth of the companies settled there. </p>
<p>One of the companies that will be able to expand its facilities is Aceites Abril, by incorporating another 396.59 square meters of an adjoining plot into its current concession of 1,877 m2.<br />
The expansion will allow the company to increase the storage capacity of its facilities by 75%, going from the current global capacity of 7,930 cubic meters to almost 14,000 cubic meters. </p>
<p>To do this, four tanks with a capacity of 1,500 cubic meters each will be built on the plot that is incorporated into the concession (attached to the one that currently houses its facilities).<br />
The purpose of this expansion is to provide the logistics center with greater room for maneuver for storing stocks.</p>

										<content:encoded><![CDATA[<p>Antonio Brufau, president of Repsol, said that the company will perform in the coming years an EUR 300 million investment to build a second generation biofuels plant at its Cartagena refinery. The works will start in 2020 and will use used fats and oils as raw material. This investment also includes the increase in the quality and capacity of the products of the lubricants plant.<br />
The plan is to take advantage of some old facilities that were left in disuse after the expansion of the refining plant, back in 2011, to build the new plant. It is about two old production units, whose space will be occupied as of next year by the new biofuel plant.<br />
The expectation is to achieve an annual production of about 250,000 tons of biofuels.</p>

These are the eight companies that, in an agreement between the European Union with them and the Argentinian Chamber of Biofuels (Carbio), will be allowed to export certain amounts of biodiesel free of antidumping taxes.</p>
<p>In return, Argentinian exporters fixed a minimum import price, in order to fulfill the commitments.</p>
<p>The European Commission (EC) establishes some conditions on this price. Although it is not mentioned, it is linked to the monthly average soybean oil price (raw material with which the Argentine biodiesel is produced) published by the Ministry of Agriculture by the Government of Argentina.</p>
<p>The EC is more explicit about the annual volume of imports, which should not exceed 10 percent of the average annual consumption in the EU between 2014 and 2017. The amount is roughly 1.2 million tonnes per year. Any figure above it will be considered as a threat of material injury to the EU industry, so it pretends not to harm its overall results.</p>
<p>The EC concludes that the Government of Argentina adopted a series of measures with the pre-established target to reduce domestic (soybean) prices while in the international context they were increasing it, for the benefit of Argentina&#8217;s national added value industry, including biodiesel.</p>

<p>The transaction includes the Bionor and Biosur plants, located in Berantevilla (Álava) and Palos de la Frontera (Huelva)</p>
<p>The company had interrupted the entire biofuel production activity by the end of 2018 and was available for sale as part of its strategy to achieve the targets set out in its strategic plan for the period between 2016 and 2020, allowing them to concentrate the efforts on the automotive sector. </p>
<p>Gunvor is one of the largest independent firms in the energy trade business, with 1,600 employees in twenty countries. Its main venues are located in Amsterdam, Geneva and Nicosia. Its assets include the refineries of Ingolstadt (Germany), Rotterdam (Netherlands) and Antwerp (Belgium) , as well as participations in port terminals, oil pipelines, oil platforms and mines.</p>

BOE 04th AUGUST 2016</p>
<p>6th June 2016 Resolution, the Ministry of Health has amended the Annex I issued on 20th January 1994 setting the procedures for sanitary control to foreign trade products intended for human use and consumption and customs warehouse available for its inspection.</p>
<p>The new Annex I has been published in the Official State Bulletin this August and is already in force, collecting the list of goods for human use or consumption which are currently subject to systematic checks at external border.</p>
<p>The modification of the Ministry is due to the entry into force of different National and Community regulations since 1994 that have affected the content of the Annex I and therefore updating the content of this Annex I has been a need.</p>
<p>We would like to highlight the following goods that may be used for human consumption and imported to the EU: Soyabean Oil, Palm Oil, etc&#8230;</p>

										<content:encoded><![CDATA[<p>For the first time since the start of the UK’s Renewable Transport Fuel Obligation in 2008, no palm oil has been used in the renewable biodiesel that is blended into fossil diesel, according to official figures.</p>
<p>The Renewable Energy Association (REA) reported that volumes have dropped sharply since 2012 and UK biodiesel is now largely made from waste feedstocks, in particular used cooking oil.</p>
<p>UK feedstocks are also the major contributor to renewable bioethanol that is blended into fossil petrol. In 2008 UK feedstocks accounted for 8% of UK’s renewable fuels and this has now risen to 26%. In the same period greenhouse gas savings have risen from 46% to 74% when compared to fossil fuels.</p>
<p>UK fuel suppliers</p>
<p>Commenting on the release of UK Department of Transport data on Year 8 of the Renewable Transport Fuel Obligation, Clare Wenner, the REA’s head of renewable transport, said:</p>
<p>“These figures show how seriously the UK fuels industry has taken the potential damage to global carbon emissions posed by the use of palm oil. It has been many years since the UK biofuels industry stopped using palm oil to make biodiesel, but this example has now been followed by all UK fuel suppliers.</p>
<p>“UK-sourced feedstocks now make up over a quarter of the material for our renewable fuel use and deliver a stunning 74% reduction in carbon emissions.</p>
<p>“The total absence of palm oil and these excellent carbon emission savings show that there is no need for the government to introduce excessive curbs on the use of crop-based biofuels. Our home-grown bioethanol produces low carbon fuel and animal feed and our biodiesel industry uses our waste cooking oil – wins all round for UK PLC.”</p>

<p>Another factor influencing the plant closure is the chloride supply.<br />
The annual production capacity is 170.000 tons.<br />
This closure adds to <strong>Celanese</strong>’s shut down of one of its two plants at Tarragona, although <strong>IQOXE</strong> –former IQA- reached an agreement with the American company to buy it, while their PVA plant will decrease its activity progressively by next year.</p>
